When does the Yom Kippur fast start and end in Jerusalem?

There is no law against it, but in practice virtually nobody does, and the roads belong to pedestrians and cyclists for the day. Driving through religious neighborhoods or near the Old City is taken as a serious offence and can lead to confrontation. If you need to get somewhere, walk — Jerusalem is more walkable on this day than on any other of the year.
